The compiler determines the flags for the .eh_frame section in
switch_to_eh_frame_section(). HAVE_LD_RO_RW_SECTION_MIXING is
not defined on hppa64-hpux, so the write bit is set irrespective
of the dynamic linking needed for plabels. So, gas has to follow
GCC unless the configure check for HAVE_LD_RO_RW_SECTION_MIXING
is wrong.
