[committed] Make mips_soft_float include MIPS16 targets


The mips_soft_float target selector I added recently was supposed to
be a "FPU unavailable?" selector (TARGET_SOFT_FLOAT) rather than an
ABI selector (TARGET_SOFT_FLOAT_ABI), so I should have checked __mips16
as well.  (If we ever need an ABI selector, it would probably be
mips_soft_float_abi.)

Tested on x86_64-linux-gnu and mipsisa64-elfoabi, where it fixes the
var-expand failures for MIPS16 test flags.  Applied.
