Subject: [wwwdoc] add libstdc++ changes for gcc-4.3

This long-overdue patch adds in some libstdc++ items for the gcc-4.3
release notes.

I also put in some g++ changes, the bits about
__attribute__(deprecated) and alignment. Jason, you can probably do
better, but I thought I'd start the process...

Maybe somebody should put something in about canonical types.
