[MIPS 5/50] Add mips-ftypes.def


We currently use a hand-maintained MIPS_*_FTYPE_* enumeration for
the MIPS built-in function prototypes and use TARGET_* conditions
to decide which types need to be created.  I don't think this really
scales very well.  For example, we create MIPS_INT_FTYPE_SF_SF only
if TARGET_PAIRED_SINGLE_FLOAT and MIPS_VOID_FTYPE_SI_SI only if
TARGET_DSP, but we could easily need functions with those
prototypes in other conditions.

This patch uses a separate mips-ftypes.def to list the function
prototypes we need and creates types lazily.
