RFA: GPLv3: gcc/ada

Hi Guys,

  Here is another GPLv3 patch, this time for the gcc/ada directory.

  This one might be a bit controversial.  Almost all of the files in
  the gcc/ada directory have a special exception to the GPLv2 and so I
  have changed them over to GPLv3.  The problem is - should the files
  that this patch changes also have had a special exception ?  I have
  assumed that they should not and so I have created a patch for
  them, but maybe other people feel otherwise.

  OK to apply ?
