Here's an updated patch.  Only fptr.c and milli64.S need updating.
The other files that compile to object support in config/pa all have
the exception.

I contributed fptr.c if that matters.  We might be able to do without
fptr.c since binutils was updated some time ago to generate unique
function descriptors.  However, the GNU linux port can't do without
the milli64.S support.

Thanks for reviewing the change and passing this to the SC for
consideration.
