[PATCH,fortran]: fix pr32627 and other c_f_pointer funcs

hi all,

the attached patch addresses pr32627, which was about c_f_pointer_s1 being 
undefined.  in general, c_f_pointer functions did not exist for 
character/string, logical, or complex types.  the attached patch supplies 
them.

bootstrapped and regtested on x86 and x86_64 linux with no new failures.
