Why, exactly?

Because people would abuse it.

By the way, in very general terms, I don't buy this "people abusing things" argument: you just undocument the thing, or put a capitalized warning in the documentation explaining that the macro is for internal use, for runtime libraries implementors, and you are done: I don't see at all why you could consider yourself responsible for such abuses.
