This is not something appropriate for tune, because it
does *not* work for a subset of the 64-bit chips.  It
would have to be an arch switch instead.

Please just move your comment wrt p4 g1 down to the
TARGET_64BIT disable, and also add that the whole point
is moot because we should be using fcomi instead.
