Subject: RFC: Add BID as a configure time option for DFP

I am enclosing 2 patches here which enable BID support at
configure time.  The DPD result is at

and the BID result is at

bid/bid2dpd_dpd2bid.c and bid/bid2dpd_dpd2bid.h in libdecnumer are
contributed by Intel under Intel open source copyright, which is a
BSD license, with FSF copyright disclaimer.  But I didn't add Intel
open source copyright header, to them.  Please let me know what is
the best way to handle things like that.
