I was not able to get my version of svn to send that to diff - I will
need to investigate more why that's the case.

You just have to use:

svn diff --diff-cmd /usr/bin/diff -x '-up'

(the quotes around -up are essential)

If you want those to be the default, you can configure it as shown here:
