I've found that this patch also fixes PR c++/27329, I've attached an
updated patch which is identical to the original one I submitted
except for the addition of a new testcase for PR 27329.

       to return bool instead of void.
       * pt.c (redeclare_class_template): Update definition. Return

       returned false.
