Fundamentally, all a CONST_DECL gives you is a name for a constant. But, there's no advantage to having names when optimizing; you might as well just use the constant.
And I'd argue that CONST_DECL therefore shouldn't survive into the middle-end; it should be replaced by the underlying constant by fold and/or gimplification.
