OK by me.  'windows' should be spelt 'MS Windows'

No, please.  __MINGW32__ and __WIN32 are already predefined for target libs.

I was planning to submit the code you cut from the bug report as a libiberty
patch once 4.2 was open.
The get_process_time functionality is also needed in gcc/timevar.c and maybe in
other GNU projects, and putting it in libiberty would allow making timevar.c a
whole lot more readable.
A libiberty version, however, would not help libgfortran.
