Java is not tested *at all* by check-gcc, indeed, but

make -k check-gcc check-target

will test everything that's necessary.

No, that makes check-gcc and then issues the error:
make: *** No rule to make target `check-target'.

Try that from the toplevel, not from the gcc directory.
