Right, it's for the build system, but not for the build tools.  The
confusing part is mixing --build with --with-build-* and expecting
users to not think they're related.

I see your point -- but I'm not sure what to do about it. I think target-sysroot is confusing too, becuase the sysroot in question only applies during the toolchain build, not after its installed, and both sysroots are for the target.


I guess we could call it --with-sysroot-until-make-install. :-)
