Hmm, I can't find a reference other than this:
http://gcc.gnu.org/ml/gcc/2004-08/msg01418.html

but that posting (under "Target/language-specific changes") only
yields some latitude for specific categories of changes during stage
3.  So maybe I misremembered it.  I'll investigate further.
