You convinced me, here is a new patch that just skips
gcc.dg/torture/pr21817-1.c on hppa.  This test can actually run fine on
hppa*64*-*-* but I don't see a good way to say to skip it (or xfail it)
on all hppa platforms except the hppa*64 platforms without naming each
of them and that seems unnecessarily complicated so I just skip it for
all hppa* platforms.

Tested on hppa1.1, OK for checkin?
