Enable -funit-at-a-time at -O1


Hi,
it seems to make sense to enable unit-at-a-time at -O1 so we don't have
differences in between C and C++ optimization and don't need to worry
too much on getting non-unit-at-a-time optimization effective.

Bootstrapping/regtesting i686-pc-gnu-linux, OK?
