I can't reproduce this, and I'm not sure what dependencies are missing.
in cp/Make-lang.in I have
    rtti.c depending on gt-cp-rtti.o
    gt-cp-rtti.h depending on s-gtype
and in cp/config-lang.in I have added cp/rtti.c to gtfiles.

This problem also occurred for me, but only in the circumstance where I had done a 'cvs update' to pull in your original rtti patch and then ran make on my build tree i.e.


$ cd gcc  [tree prior to your patch]
$ mkdir build ; cd build ; ./configure
$ make
$ cd ..
$ cvs update -Pd   [to pull in your rtti patch]
$ cd build
$ make
