[PATCH] Fix tree-opt/21923, tree_ssa_useless_type_conversion_1 is wrong


The problem here is that tree_ssa_useless_type_conversion_1 is saying that a couple
of the conversions are useless when in fact they change the range of the min/max
of the type. This patch fixes that by saying these conversion are useful.


OK? Bootstrapped and tested on powerpc-darwin. This helps Ada getting to a
boostrapable state.

	integer types whos ranges are different are not useless.
