I made the change you suggested, Geoff.  For reference, the
"diff -wup" from the previous posted version follows (except for
the pass-merge comment which underwent major surgery for being
unreadable), then the real CVS diff.  Tested this change by
building mmix-knuth-mmixware ("regress-1" - one of the long-term
regressions I referred to ;-) cris-unknown-elf,
cris-axis-linux-gnu (both "pass" only for there being a short
history on that machine) with and without the option on
subsequently updated sources and observing that new "pass"es
(you can trust people to add a few test-cases per day) made it
to the state as intended.

This is OK.
