I respectfully dissent here: the only way to guarantee a regression-free compiler is to change the set of regression tests only monotically, i.e. basically to only add new tests.

I'm not unwilling to be more restrictive if your position is in fact the developer consensus. But, with equal respect, my original opinion remains unchanged as of yet.
