[gomp] a real library implementation

Subject: [gomp] a real library implementation

Unlike the skeleton on the libgomp branch, this one does something.

I've not yet bothered with any real configury or makefile.  If you're
not running i686-linux with tls and using gnu ld to build a shared
library, you may have to edit something.

But it works.  With tests even.
