Agreed, I'd certainly love to have an announcement under news/, linked
from the main page and the 4.1 release notes, with examples etc.
However, I'll note that there is one class of users who is indeed
interested in tech talk, so we should not be shy to mention *some*
technical achievement in the release notes.

Jeff (and RTH) did this very nicely in the egcs days, by contributing
pages like this for optimizer improvements.
