I'll let Geert and/or Robert comment on this part, but I believe that it
would not be correct to make this change.
I will have a closer look at the other parts later.

Our experience is that tests fail if Signed_Zeros is set to True. This
may have changed, but I am not aware of anything that would have changed it.
