[RFA:] contrib/regression/btest-gcc.sh (TESTLOGS): Make libstdc++.sum optional


This was useful when testing m68hc11-elf, which would otherwise
turn up as "build".  (Not that the test-results for that port
were very meaningful, but this patch seems likely to help
testing a port in progress.)

The patch contains some redundancy, prone to attract typos
($H_TARGET/libstdc++-v3/testsuite/libstdc++.sum twice) but I
thought best to follow the existing style.  Tested a couple of
times on other cross systems too.

	* btest-gcc.sh (TESTLOGS): Make libstdc++.sum optional.
