[wwwdocs] Update libstdc++ download info


The "downloading" section on http://gcc.gnu.org/libstdc++/ refers to
snapshots of v3, which haven't been available for years.

The attached patch updates the text to say the sources are shipped along
with the rest of the compiler.

OK to commit to wwwdocs?

Could ftp://sourceware.org/pub/libstdc++/README also get updated to say
that the directory is defunct and that the current libstdc++ sources are
included with the compiler sources?
That was already done for e.g. ftp://ftp.gnu.org/pub/gnu/libstdc++/ but
at least one of the mirrors listed on gcc.gnu.org (the UK one) is a
mirror of the sourceware site rather than gcc.gnu.org, and so doesn't
make it obvious that the libstdc++ directory is out of date.
