Yes.
Though I am rather nervous about the impact that such changes may be
having on those trying to merge branches; that's the kind of thing that
can cause a lot of conflicts to resolve. If you're maintaining a branch
that will be merged in Stage 1, and you'd like these changes *not* to go
in until after your branch is in, please speak up.
