I can deal with .pot regeneration and submission (having in practice been 
doing most of the i18n maintenance instead of the i18n maintainer for some 
time).  The most nearly critical matter would be avoiding the next 
snapshot from mainline being generated and announced as a 4.0 snapshot.

I suspect a branching script would help.  If the number of locations of 
the version number are to be reduced further, either the unique location 
should be gcc-common.texi or update_web_docs needs to be updated to 
generate whatever generated .texi file gets the version number when 
building online docs.
