[Ada] fix handling of gnatmake -U with no object dir


Tested under i686-linux, commited on mainline.

When invoking gnatmake with -U on a project file with
"for Source_Dirs use();", there is no object directory. But they
may be sources to compile in projects imported directly or indirectly.
So, gnatmake should not fail with "no sources to compile" when the main
project has no object directory.
The test is to invoke "gnatmake -U -P prj" on a project Prj with
"for Source_Dirs use();" that imports another project with Ada sources.
