[PATCH][ppc64] Use sensible defaults even when --with-cpu= is given


Current behaviour is to default a powerpc64-linux compiler to -m64,
but if --with-cpu=970 (or any other specific 64-bit cpu) is given at
compiler configuration, -m32 is used as the default.  This patch
fixes it.  OK for mainline and/or 3.4?

	specific 64-bit CPUs.
