Subject: [csl-arm] Merge from 3.4.3

I've merged 3.4-branch upto the 3.4.3 release into the csl-arm-branch.

This brings with it two regressions.

FAIL: gcc.dg/Wunreachable-1.c (test for excess errors)
FAIL: 27_io/basic_istream/extractors_arithmetic/char/12.cc execution test

Neither look critical, so I've committed the merge.
