[PATCH] pass_init_datastructures and pass_free_datastructures


I noticed with PR 12850's testcase at -O0 (which outputs 7729 functions
yes that large) that we initialize data structures for the tree-ssa
which seems wrong.  This patch decrease the overall memory usage at -O0
by 1% for this testcase.

OK? Bootstrapped and tested on powerpc-darwin with no regressions.

	* tree-optimize.c (pass_free_datastructures): Use
	gate_all_optimizations for the gate.
	(pass_init_datastructures): Likewise.
