So that I can depend on it to get mddeps.mk created, so that 
if make is invoked a second time we're sure to have the correct
dependencies for the md file loaded.

As for depending on mddeps.mk instead... I forget; I tried
several things, and one of them lead to make wanting to rebuild
mddeps.mk for things like "make clean".  It was confusing, so
I fell back on a tried and true pattern.
