[PATCH] Use fold in remove_useless_stmts_cond


Just like how CFG cleanup calls fold on the COND_EXPR's condition, we
can do the same in remove_useless_stmts_cond.  This patch actually
has a speed up for ir.ii (PR 13776) because for some reason the
COND_EXPR still has an expression which could be folded to true
or false.
This speeds up ir.ii by about 8% and reduces CFG construction time
from 1.4 seconds down to about 0.4 seconds.  These timings were all
down on a 1.5GHz G4 (PPC 74xx) PowerBook running Darwin 7.6.0.

OK? Bootstrapped and tested on ppc-darwin with no regressions.
