fix rtl-opt/17186


A fresh look at this troublesome pr suggests an easier solution than
I'd been poking at earlier.

We have a number of places in which we recognize that live registers
without values mean uninitialized data from the user, and so load up
a NaN for these values.  Well, this is just one more place.

Tested on i686-linux.
