[Ada] support for foreign threads on VMS

Subject: [Ada] support for foreign threads on VMS

Manually tested on VMS, tested on x86-linux, committed on mainline.

Enable automatic recognition of non Ada threads under VMS, as needed by
various third party libraries (e.g. DCE threads).
