Recognize --pass-exit-codes

This fixes a very old bug (introduced Nov 1999) that started as a
misapplied hunk and was later not really fixed by removing the misapplied
line instead of moving it to the right place.  It causes --pass-exit-codes
to be interpreted as -fpass-exit-codes instead of -pass-exit-codes.
Tested on ppc-linux and committed as obvious.
