[wwwdocs] Entry for PR 18160 in changes.html

The patch below adds two entries for the changed behavior implemented
under PR 18160.  The entries are under `C and Objective-C' and `C++'.
It passes the XHTML 1.0 Validator.

Is it OK to install?
