Why is there a file called ".in" in the patch?

All significant contributors should be noted in gcc/doc/contrib.texi on 
the branch (though you may also put them in AUTHORS).

There's no point in having a one-empty-line INSTALL file.  
gcc/doc/install.texi should contain all the installation instructions for 
the whole of GCC.  There's also no point in the other one-empty-line files 
NEWS and README; check in files when there's contents, but prefer proper 
manuals over miscellaneous text files, and the online release notes over 
plain text NEWS files.
