[patch] cfgrtl.c: Make force_nonfallthru_and_redirect static.


Attached is a patch to make force_nonfallthru_and_redirect static as
it is called only from cfgrtl.c.

I don't think it is a good idea to avoid a warning from
-Wmissing-prototypes by putting an extern prototype right in cfgrtl.c.

Bootstrapped on i686-pc-linux-gnu.  OK to apply?
