Is this patch ok for mainline? This is the 3.5 part of the project to convert
RTL passes to use the pass manager (deadline September 5).
If not, I'll test and commit parts 1 to 4 (the split was meant to be committed
all at the same time) since stage3 is now starting; but it seems a pity to me
to add the complication of RTL dumping to tree-dump.c and tree-optimize.c,
without actually using it. Part 5 enables -fdump-rtl-* switches, for example,
as well as enabling Honza's interleaved tree-RTL dump for the RTL expansion
phase.
