Delete 500 lines of redunacy from flags.h


Zdenek's neat change to the options framework now automatically creates prototypes for many variables in options.h. and options.h just happens to be #include'd within their former home of flags.h.

This meant that flags.h was ripe for some major pruning, which I did to the tune of knocking it down to 1/3rd of its original size (-501 lines).

Nearly all of those prototypes also had a comment attached, however the comment was rarely more substantive than the --help for that particular flag already attached to it in common.opt. In those cases where the flags.h comment was substantial, I copied it into a new comment in common.opt (+75 lines).
