That sounds a bit strict?

And, by the way, it's not straightforward to not compile this: if you
have libgfortran, but not the fortran frontend (gcc/fortran)

  % ls -lad gcc/fortran

your bootstrap will still fail for --enable-languages=c,c++,objc.
