If there's a consensus on %<...%>, that's OK with me.  There's a case for
keeping %' as a synonym for %> to use for apostrophes that aren't matched
quotes.  (One would expect %' not to appear in translations; it wouldn't
really matter whether %< and %> do or whether translators embed
linguistically-appropriate quotes directly in messages.)
