I.e., the changes to inspect should be the (very few) changes to the
manuals in FSF CVS, not the (very many) being added to update the docs.
The previous instance of patches getting reverted in large merges (bug
6558) is why I'm concerned when the issue appears again, having previously
taken many months to resolve when it first happened.
