Breaks any target but darwin.

c-opts.o(.text+0x51a): In function `c_common_handle_option':
/src/gcc-current/gcc/c-opts.c:290: undefined reference to `TARGET_OPTF'

Applying as obvious.  You might also want to look at deleting
hook_void_charptr.

	* target-def.h (TARGET_OPTF): Delete.
	* c-opts.c (TARGET_OPTF): Define.
