I see it was added Dec 18, 1997. The ChangeLog entry has Gavin Koch's
name on it, and Jeff Law checked it in. I didn't find an obvious email
explaining it, and it looks like it was never used in the FSF tree. I'm
guessing it was for a Cygnus port that never made it to the FSF.
