I'm not inclined to implement changes that haven't been resolved yet;
that could lead to going back and forth between accepting and rejecting
people's programs.  

But, you're correct -- the cases in which we currently issue the error
are of course erroneous, and therefore it would be a safe extension of
C++ to accept the construct instead.

The change required would basically be to turn the error-emitting code
into code that just returned the identifier as it were a valid
template-name.
